Veterans Justice Outreach

The purpose of the VJO Program is to prevent homelessness in Veterans who have crisis encounters with law enforcement in the community, are jailed for relatively brief periods of time for offenses that do not result in prison time, and/or are adjudicated or monitored by either local criminal courts or special treatment courts, such as drug, mental health and Veterans courts, usually for an extended period of time. VJO specialists reach into the criminal justice system to ensure eligible Veterans have timely access to Veterans Health Administration (VHA) mental health and substance abuse services when clinically indicated, and other VA services and benefits as appropriate.

VJO Services

  • Identify Veterans who are involved in the legal system or incarcerated
  • Assist in determining VA eligibility
  • Outreach to local jails, law enforcement and courts
  • Court advocacy
  • Linkage, monitoring and reporting for behavioral health programs
  • Link to family and child support services
  • Assist with guidance in applying for VA service-connected benefits
  • Education to law enforcement


The mission of the Veterans Justice Outreach Program is to assist in the successful rehabilitation of Veterans by diverting them from the traditional criminal justice system and providing them with the tools they need to lead a productive and law-abiding life.


To reduce criminal behavior in Veterans by identifying those involved in the justice system, assessing their needs, managing their care and assisting with access and linkage to appropriate treatment.


To provide Veterans with substance abuse, alcoholism and mental health disabilities with academic/vocational skills improvement while actively participating in residential, outpatient and/or transitional services leading to job placement and job retention and reduced risk of re-arrest.
