PUBLIC HEARING NOTICE  
U.S. DEPT. OF VETERANS AFFAIRS

The Department of Veterans Affairs (VA), in accordance with 38 U.S.C. Section 8161, et seq., hereby provides notice of a public hearing to present VA’s proposal and receive views for an Enhanced-Use Lease (EUL)  opportunity of certain property at the Grand Island Veterans Affairs Medical Center (VAMC), in Grand Island, Nebraska.

IDENTIFICATION OF PROPERTY TO BE LEASED:   The Grand Island VA Medical Center is located at 2201 North Broadwell Ave, Grand Island, Nebraska.  The campus consists of approximately 26 acres. The targeted EUL site consists of approximately 6 acres of land located in the northern portion of the campus.

DESCRIPTION OF THE PROPOSED USE OF THE PROPERTY:  VA seeks to select a lessee for the proposed EUL opportunity, to lease and improve underutilized land on the Grand Island VAMC campus, and provide VA with negotiated lease consideration, including housing for at-risk Veterans and their families.  Housing types that will be considered include: Permanent Homeless Housing, Assisted Living Housing, and Independent Senior Housing.  More than one type of housing may be acceptable.

DESCRIPTION OF THE PROPOSED LEASE:  Under the terms of the proposed EUL, VA will lease the site to a selected lessee for a term of up to 75 years.  The lessee will be required to finance, design, develop, construct, operate, and maintain the new housing facilities/retail/commercial space in accordance with applicable Federal, State, and local laws, codes, and requirements.  In return for the EUL, the lessee will be required to provide VA with “fair consideration” as determined by the Secretary, consisting of monetary and/or “in-kind” consideration.  At the end of each lease term, the leased property and the underlying improvements will revert to VA.
